The starting time for this position is currently is 8:00 a.m. DEPARTMENT: Human Resources and Labor Relations FLSA STATUS: Non-exempt APPOINTING AUTHORITY: Director **Per Labor Agreement and/or Board Policy, this position is subject six (6) days without pay (furlough) for the calendar year 2013.** Under supervision, performs coordination and support tasks of a confidential nature for human resources and labor relations activities of the County; maintains files; schedules meetings and hearings; exercises independent judgment in adapting work procedures to situations and in performing varied administrative support services; performs related duties as assigned. |
Essential Functions: |
Performs
coordination and support tasks in the service areas of benefits
administration, human resource planning and policy development, labor
relations, employee records maintenance, organizational development,
employment, workers' compensation and unemployment claims management,
human resources information systems, leave of absence administration and
staff training. Provides administrative and clerical support to the staff of the human resources and labor relations department service teams as assigned. Prepares and maintains human resources and labor relations records and ensures necessary documents and records are accurate and available for administrative decision making. Responds and manages unemployment claims for assigned service team; ensures compliance program requirements and deadlines. Compiles and prepares confidential reports, exhibits, proposals and information for labor negotiations and grievance and arbitration hearings. Drafts confidential correspondence such as acknowledgements, responses to questions on factual matters, proposals, forms, letters, records and other materials. Screens and routes correspondence, reports and information for the human resources and labor relations service teams as assigned. Schedules meetings, appointments and hearings. Assists others in determining needs and explaining human resources and labor relations policies and procedures; initiates necessary action to assist administratively. Operates an automobile while performing assigned job duties. Comply with P.A. 390, as amended, known as the State’s Emergency Management Act and the County’s Emergency Management resolution as well as all related plans, policies and procedures covered by these statutes. |

Education, Training and Experience: |
Possession of a high school diploma or a certificate of successful completion of the General Educational Development Test. Associate Degree in Business Information Systems or a directly related field from an accredited college is preferred. A minimum of two (2) years of administrative support in Human Resources, preferably in the areas of benefits administration, recruitment/employment, labor and employee relations, employee records maintenance, retirement administration or staff training activities. Successful completion of the probationary period for the position of Team Coordinator. Be physically able to perform the essential functions of the position, with or without,reasonable accommodation. ADDITIONAL QUALIFICATIONS: Ability to analyze and evaluate human resources and labor relations data and other related information to prepare reports and recommendations. Ability to maintain a high level of confidentiality which is necessary when dealing with the public, Department Heads and other staff. Ability to work independently and meet deadlines with limited supervision. Effective written and verbal communication skills. Knowledge of professional standards for office management, such as records management and office procedures. Proficiency in Windows, Word, Excel, PowerPoint and other technology applications. Knowledge of human resources and labor relations policies, procedures and processes. Ability to organize and perform multiple tasks simultaneously. Ability to make complex mathematical computations rapidly and accurately. Ability to maintain complex records and prepare reports from such records. Ability to make decisions in accordance with laws, ordinances, regulations and established policies and procedures related to human resources and labor relations. Ability to establish and maintain effective working relationships with staff, union officials and the public. Possession of a valid Michigan driver’s license and an operable automobile for authorized travel. Ability to conduct oneself with tact and courtesy. |
