Job Description: This position is subject to Caltrans Internal Hiring Freeze requirements. Preference will be given to hires from within Caltrans and/or persons with State Restriction of Appointment (SROA) or Surplus status. The Division of Right of Way and Land Surveys is accepting applications for the entry level Right of Way Agent position. The position is in OAKLAND, CA and it is full time permanent. Under the close supervision of a Senior Right of Way Agent, serving as the Branch Chief, and on occasion under the direction of an experienced Associate Right of Way Agent acting in lead capacity, incumbents are responsible for the less complex routine assignments in the branches. This includes performance of all related activities pursuant to established policies and procedures and applicable state and federal laws and regulations. Candidates must have strong analytical, organizational, interpersonal and communication skills. The Positions require the ability to effectively communicate both orally and in writing, and analyze data gathered from a variety of sources. A Working knowledge of Microsoft Word and Excel is required. Applications will be screened; interviews may be held. Typical duties for the branches include: Acquisition Branch: Perform routine data collection and analysis, review preliminary title reports, prepare contracts, assist more experienced agents with property acquisition, process contracts for payments, obtain permits to enter and rights of entry and perform other property acquisition related activities. Appraisals Branch: Perform routine data collection and analysis, prepare written narrative reports, assist more experienced agents in the preparation of valuation estimates, fair market value appraisals, relocation valuation studies, rental valuations and cost estimates. Property Management Services Branch: Perform routine property management activities including advertising and showing properties, screening prospective tenants, preparing rental agreements and leases, arranging for required routine maintenance and repairs and handling collections, delinquencies and evictions. Excess Land Sales Branch: Perform routine activities relating to the identification, advertising, marketing and sale of properties which are surplus to the Department’s needs, including investigation of the status of properties, preparation of reports, inventory and records management and escrowing activities. Utilities Branch: Perform routine utilities relocation functions including coordination with utilities companies and project design staff.
