Job Description
ATI Intelligence Services Group seeks a Software Developer III or IV to join our intelligence community software team, in Annapolis Junction, MD area.

Description:
The Prototype Development Support team provides the government with software engineers who develop and maintain web based analytic capabilities.

Task Description/Responsibilities:
•         Implement automated analytics to exploit target activity or other known behavioral patterns of interest contained in SIGINT, network defense, and/or open source data sets.  As needed, develop analytics which characterize target behavior to enable discovery of unknown actors of interest.  The majority of analytic development will be conducted on a cloud computing stack consisting of agency and open source components.  Core analytic functionality will be implemented as either Java or PIG map/reduce.  However, end –to-end analytic solutions typically require broad knowledge of various other systems or components including Job Management Controller (JMC), CLOUDBASE/Accumulo, CHOSTMACHINE Analytic Engine (GMA), CHOSTMACHINE Data Distribution Service (GM-DDS), virtual machine (VM) host environments, and user interfaces (UIs).

•         Develop UIs as required to test and evaluate initial analytic capabilities and expose the results to users until such capabilities clearly demonstrate mission value, receive S2 ‘buy-in’, and can be integrated into corporate frameworks (e.g., DataXplorer).  The standard UI technology of the IB&P focus area is EXT-JS at present.

•         Continually test and evaluate initial analytic capabilities; proactively solicit analytic feedback/impressions from TAX, S2, or NTOC analysts; incorporate analyst feedback to maximize the mission value of delivered capabilities

•         As necessary, participate in ‘tight integration’ scenarios whereby IB&P developer personnel work closely with other agency organizations (e.g., T14) to transition initial analytic capabilities into corporate frameworks.  As the modern analyst work environment continues to evolve, tight integration may require temporary embedding of IB&P personnel into T14.

•         Provide the necessary assistance and encouragement to IB&P analysts to enable them to engage in limited analytic development (e.g., PIG scripts, JAXB parsers) and become more active participants in analytic innovation; inherit analytic contributions from IB&P analysts and transition/refine such contributions into mature analytic capabilities.

•         Provide regular status updates to the TDA leadership team using standard project management tools (e.g., JIRA, TRAC); occasionally, update SSG Senior Technical Leadership and PDS Leadership team of delivered capabilities and other significant accomplishments.


General Experience:
The candidate shall be skilled in programming in C, Bourne, TclTk and SQL.  Knowledge of how C++, Perl and JAVA work is required.  The Candidate shall have 8-12 years of credible general experience in Computer Science, Computer Engineering, Engineering, Mathematics, or related discipline, with at least 5 years of credible experience in planning, designing, and analyzing processing and storage retrieval systems on mid-to-large scale, e.g. ONEROOF – PINWALE, integration programs.

Level 3:  Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 5 to 8 years experience in an engineering classification or either a Master's degree with 3 to 6 years experience or a PhD degree with 0 to 3 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard.

Level 4:  Bachelor, Master or Doctorate of Science degree from an accredited course of study in engineering, computer science, mathematics, physics or chemistry and typically 9 to 13 years experience in an engineering classification or either a Master's degree with 7 to 11 years experience or a PhD degree with 4 to 8 years experience in an engineering classification. ABET is the preferred, although not required, accreditation standard.

Specific Experience:
•     Applicant should have experience (at minimum) in one of the following: Computer Science, Computer Engineering, Electrical Engineering
•     Minimum of three years of Java experience
•     Cloud computing skills required with Hadoop, HDFS
•     Required experience with JAVA Map/reduce
•     Cloud computing skills are preferred:  Accumulo/CLOUDBASE, PIG, JMC, GMAE
•     Must possess experience with modern software project management tools including Maven and Subversion
•     Data modeling and indexing
•     Apache Solr, Lucene, Mahout, Tomcat
•     Experience with EXT-JS web development
•     Experience with RESTful web services (JAX-RS) and clients
•     Knowledge of X-Keyscore (including GENESIS – fingerprints/micro plugins)
•     SSH Tunneling
•     Experience with PKI and CASPORT
•     VMs/Openstack
•     Experience with data encapsulation methods including XML, JSON is preferred
•     Wireshark
•     3 years of prior NSA experience is preferred
•     Work in a team environment
